Now we are getting somewhere. It looks to me like CHIRP is working perfectly. You must not upload an image from another radio into your radio where the firmware version does not exactly match.
Download from your radio and then immediately upload it back.
If that works, then download from the radio into a tab. The load the N5R-20 image into a second tab. Copy and past the channels from the N5R-20 tap to the tab from your radio (N5R-219) and upload to your radio.

I bought the cable from Amazon at the time of purchase of my first radio. The package says BaoFengTech.com Programming Cable Genuine FTDI Cable.

The first thing that you should is stop using the CHIRP v0.4.x stable build. It is 17 months old. There have been many changes to Baofeng radios in the list 12 months that require the latest daily build for support. Once you've done that we can see where you stand.
Also which chip is in your USB programming cable? FTDI or Prolific?

I just downloaded the new version of CHIRP and it seems to do the frequency programming fine. But I have noticed lately with both the 0.4.0 and 0.4.1 versions, that the Power-On Message that I have programmed, does not come across to the radio. I have menu item 38 on the radio set to msg and the “Message” dialog is set in CHIRP but it does not come across. After this happened several times, I re-installed the Python runtime and had the same results. Do I need to un-install the old Python runtime before installing the latest one?
Have you got any other ideas?
