How do I know for sure that the GPS is off?
Both bands show FM. It has always worked on COM 5.
I moved the radio away and it still did it but I get somewhat confused when it comes to the GPS and knowing that it is OFF.
I know. Rookie?
How far away do you put your radio? I think I can get mine at least 3 to 4 feet away from it, if that is far enough.

Mine does that periodically too. I've pretty much determined that it happens when the radio thinks it's receiving Low Speed data. I can usually resolve it by moving the radio further away from the RF source, usually my PC.
 
You might try selecting FM as the mode and moving the radio away from any rfi source  ( like your PC ).
 
Also make sure GPS is turned off.
