The emergency response community has changed to narrow band.  Some are digital.

Had same happen here on my UV5R & finally found out that they either changed frequencies or went digital (P25, NAM, Etc. Tones).  If they went Digital but stayed on same freq. all I'd hear was garbled audio................Bill
