I am currently using Chirp Daily 20130129 on a WIN XP Home (SP3+) ASUS netbook with the USB (Prolific) cable that came with my BAOFENG UV-5RA. The UV-5RA works great with CHIRP.

The UV5R cable is vastly different from the one you need for your W32A. You need an Icom OPC-478 or equivalent to program it. Just because it fits in the speaker-mic jack doesn't mean it will work :)
