Hi Bill,
Which operating system are you using CHIRP with? Which file did you download to install?
I've been using CHIRP a long time (since 2012) and haven't noticed these differences you mention. On Windows I install CHIRP using the chirp-daily-yyyymmdd-installer.exe by right clicking it and choosing "Run as administrator". Then I either pin the shortcut in the start menu to the top of the start menu or on the task bar and run it from there. As a CHIRP user I have never had a need to access the CHIRP sub-folders located in the "Program Files" folder. The only extensions I need to use are the native CHIRP Radio Images (*.img) file and CHIRP compatible *.CSV files. With Linux I install the CHIRP snapshot PPA and that hasn't changed as long as I remember. I've only just begun messing around with a MacBook so I can't say if anything has changed there.
As far as the U/I goes, I don't think I could tell the difference between the current daily build and one from a year or 2 ago without looking at the list of supported vendor/radios or the build date in Help -> About. The majority of the changes to CHIRP goes into support for radios. What little U/I changes that occur are are "under-the-hood" and not noticed by the user.
So if you can be a little more specific about where you are having trouble/seeing difference, I sure someone can help you out.
