To properly add support to Chirp for a new model if radio, you may very well be asked to supply the team with a radio to test their code against. If it is a new model very similar to another currently supported radio, the developer may be able to add support for the radio without having a radio on-hand, but it will require a fair amount of support from the requester. You may want to consider how far you are willing to go to get support for your radio before submitting the request (and do please check for duplicates before submitting another request for the same radio).
Also, the developers are volunteers, simply requesting support doesn't obligate them to work on your "add new radio" request.
