To reiterate, Chirp does not require any drivers to start. The only time a driver is needed is to communicate with a radio over USB. Chirp can be used without ever needing drivers or a radio (e.g., download from RadioReference and Save As a CSV). Bill's problem is with Windows, not any particular driver.
To be clearer:
What drivers does any USB device or Serial device need? Have you installed them?
I had to search around for an old USB device - it was a RS232 to USB adapter - I found it in about 20 minutes - it was a Belkin but Belkin bought the device from someone else who had the drivers.
