I don't have any experience with Automatic Call Distributor systems so I can't verify this, but those four extra tones were also used back in the day for managing multi-party calls. Thinking about the structure of those systems, though, it seems plausible.

Glenn those 4 keys are the same as a telephone, the lettera a-d. They are not programmable...
