[chirp_users] CHIRP 0.1.10b1

Hi all,

I just posted CHIRP 0.1.10b1 with the following fixes:

- Fix crash when no serial port is unrecognized - Fix setting memories with dash characters in the name - Fix memory erasing on icx8x - Fix coercing the "TX Inhibit" flag on icx8x - Fix fractional frequency detection and setting on id800 - Make CSV driver use a semicolon on locales where a comma is used as a decimal point

Some testing and feedback of the locale change would be appreciated.

Also, I've still been unable to reproduce the 2820 clone-via-serial issue that some people have reported. Do send those debug logs :)
