There are lots of different ways to *try* to run Windows software on a Chromebook:

... My guess is that none will work well with regards to accessing the USB port on the device.
I am a VMware Workstation owner since version 2.04, and a Connectix Virtual PC user on Macintosh since long before Microsoft bought that product and sold a version for the Wintel platform. IIRC, USB port sharing was not in the original feature set for either product. So the virtual machine based solutions in that article may not provide any access to your radio.
Anyway, based on that article, you'll have more options with an Intel (vs. ARM) based Chromebook. In which case, maybe install Windows there instead?
