Bob,
Not all Mac hardware will allow upgrading past 10.7.5. I have a MacBook 2.1ghz core 2 laptop. It is at OS 10.7.5 and had to trick it to go that high but 10.7.5 is it. I can't go to 10.8 and certainly can not go to 10.11 and there are a lot of applications that require 10.8 or higher. The fact that Apple allows you to upgrade does not mean that the hardware will allow the upgrade. I recently tried to install TeamSpeak but the latest version requires 10.8 or higher. I had to find someone that had an older version of Teamspeak before I could install it.
Thank you.

In addition to what Jim said about Chirp, OS X can now be upgraded even if you have a used system. Apple made this easier a few versions ago. I have two refurbished Macs and they both have version 10.11 (El Capitan). There are some limitations in what versions of hardware can run what versions, however.

I am having a really difficult time trying to use Chirp. I moved from a Windows based program to MAC. The Operating system is X 10.7.5.
Since this is an used system, I found out in hindsight I am not able to upgrade the software. I noticed Chirp is requiring OS X 10.8. (or latest version).
Can anyone provide any insight as to an earlier Chirp version that I can use with this system. This is my first MAC system, I am learning via School of hard-knocks, which is proving challenging to say the least!
Thanks in advance, John B. (KB3YWN)
