There are two models to select from for the FT-817ND, the FT-817ND and the FT-817ND (US). Are you selecting the correct one for your radio?

Remember that the FT-817ND has to be run in "Clone" mode -- see the manual about this -- in order to work with Chirp.
BTW, as a test for the cable/driver, try FT817 "Commander," or some other program that will control the FT-817ND -- perhaps FLDIGI, or HRD/DM780.
