The problem is the port. Try changing the port number in control panel to something lower than 8. 

Chirp has to see the same port number as the cable you are using for it to work.  That is your problem.

Same with TYT software, it seems like it ONLY wants port 3, however when I place on port 3, no success.

Very frustrating.
