I don't know about a UV X9 Plus, I've programmed my UV-9R Plus using the CHIRP program for a UV-82WP. Just try each Baofeng program on CHIRP. If the program doesn't work, it quickly informs you. Be sure that your programming cable in fully inserted (push hard) into your HT.

And I programmed my UV-S9 Tri using CHIRP's program for Radioddity_UV-5RX3.
