Many ideas here that could solve your problem.  Also, check to see if you enabled a tone squelch option that would not pass the audio unless the proper tone/code is set.  For just plain reception, you would not need this..

Donie,
Had same happen here on my UV5R & finally found out that they either changed frequencies or went digital (P25, NAM, Etc. Tones).  If they went Digital but stayed on same freq. all I'd hear was garbled audio................Bill

I have used CHIRP to program Baofeng UV5R with my local First Responder frequencies. However, I still cannot pick them up. Does anyone have any advice on what I am doing wrong or suggestions for me to try?

The emergency response community has changed to narrow band. Some are
digital.

Hi
I suspect you have done this, but just in case. First enter the frequency of your repeater. Then set the return frequency in the? offset?column. You can usually enter this as 145.625 or whatever. Later the programme will show as an offset figure, not the frequency that you entered. You need to tell the program that this is either a '-' or '+' offset.?You will need to set the relevant CTCSS??tones etc. ?for that repeater, whatever they are. If you have done all this then I have no idea what the problem is.

Donnie,
The wife and I are 1rs and we both use uv5rs that receive very well. I
suggest your programming is not right. Many vhf uhf fire repeaters are
split oddly and not by the same amount. If you r not hearing any radio
traffic at all ur radio prgmg is not correct.
