The standard in the computer profession for decades has been a backwards question mark. Did somebody change the standard without proper notification?

It's not deliberate misuse of punctuation, but how some Mail Transport Agent (MTA) or MUA (Mail User Agent) handles unknown characters. The originating user is probably typing what they think is an apostrophe, but it's garbled somewhere along the way.
