I, too, had your problem until I figured out I was setting the squelch to low. I find that a setting of 5 works most of the time.

Dave, Unless absolutely necessary, do not set Tones on your receive. Most repeaters that require a tone for access do not transmit a tone back. I only set tones on my transmit.
