Duhh,,, yep you are right... Ubuntu Mate 18.04 I have a laptop running the same thing
and have no issues with it. The lib is on the machine, but for some reason  Chirp is not
seeing it. 

I lifted the whole /home/ right off of the old HD  and just realized that my older instalations
cannot see it either, so something is whacked with this install me thinks.
