This is only half true. The recommended work flow is to enter all of your frequencies into a master CSV that you can import into all your radios. He can get started with this without a radio. Then when he gets his radio and cable, all he has to do is copy and paste the channels over, no retyping.
Save the master CSV in the stock_configs folder to make it easy to find next time.
