If it works on one, it should work on both. I would try a few things to diagnose the issue…. Here are some ideas but they might sound strange to you.
1) Does it work on the first radio you try but not the second?
2) Did you verify that the COM port on the cable is correct between radios?
3) May be you need to restart the program between radios and download data then upload on each?
4) Did you reboot your computer between radios and download then upload?
5) No matter what order you try, it is the same radio that has the problem?
The answers to these questions might reveal an operation procedure. Or one radio is just really the problem???
