Download a different browser. Download Google Chrome or Firefox. https://www.google.com/chrome/
You download the file in a browser, you should be opening the file in File Explorer. In Windows 10, type "File Explorer" in the search box to find it.
Donwload the Chirp file to Downloads folder. Open the Downloads folder with File Explorer find chirp-daily-20190206-installer.exe and then select it with the mouse, then right click and select Run as Administrator. Follow the prompts.
Watch the screen. You are no longer in the browser, you are in File Explorer, so if you suddenly flip to your browser, something is terribly wrong. You will probably need to reinstall Windows if this happens again.
If you get the prompts, for Run As Administrator, the first thing that will show is a box saying: CHIRP Installation: Installation Folder, leave the default folder as is C:\Program Files (x86)\CHIRP but click on the bottom right "Install" button.
How does this work?
Regards,
David

Hey Dave, I surely appreciate you assisting me in this matter. I followed your instructions and, guess what, Houston, we still have a problem. Yep, it’s still a no-go. I can get that link you provided into the “Downloads” file. But, when I click on that exe. file with the right mouse button, yes, one of the options is, “Run as an Administrator”. But, when I click on that option, it goes right back to the same exact screen that you click on to download the EXE file. The exe. file will load and load and load, but that’s all that’s loaded. There is no Chirp file that I can follow all the prompts. The exe file just keeps cycling. I hate to sound like a phenomenal DUMMY here but, apparently, that’s what I am. Scott

Hello Scott,
Here is the link to download the latest CHIRP. https://trac.chirp.danplanet.com/chirp_daily/LATEST/chirp-daily-20190206-ins...
Paste that into your browser, and then press ENTER.
Hopefully your browser will ask you what to do with the file chirp-daily-20190206-installer.exe -- the answer is you want to SAVE AS. I put my download files in a folder called "Downloads".
Note: CHIRP runs on Windows 2000, XP, Vista, 7, 8, and 10. Older versions of Windows are not supported
When it is finished saving, using Windows Explorer (the file explorer) go to Downloads, and find chirp-daily-20190206-installer.exe. Select it with the mouse arrow, then use the right mouse button and click the button and there will be a menu, you want to use "Open As Administrator". Open or Run is the same meaning so if it says "Run As Administrator" that's OK - I just cannot remember which it says. Click Open (or Run) as administrator with the left mouse button.
Follow the prompts and install CHIRP.
Here is the page on problems with Drivers under Windows - if you have the cable sold by your radio maker's company, you won't have a problem but "cheap" cables often are counterfeit. http://www.miklor.com/COM/UV_Drivers.php
This page will help you find which COM port your cable is hooked up to: https://chirp.danplanet.com/projects/chirp/wiki/FAQ Under Windows you need to use Device Manager. How to is on this page.
Hope this helps.
