I loaded chirp on another pc and it worked. Now I just have to find out what changed on my laptop to cause it to quit working.

That won't help. CHIRP is not like most Windows software :)

That would be a good thing to test.
Will also load only one or two channels with the icom software and see if chirp can read that.
If it's not detecting the model, then it hasn't even gotten to the contents of the radio and thus changing them won't make a difference.
