The manual has this interesting text on the first page:
This radio have been programed with the following factory defaults:
Channel 1~8 = PMR 446
Channel 9~77 = LPD

So apparently the ICASA allows PMR frequencies to be programmed and deprogrammed on such a radio?
The manual does have all sorts of references to "programming software" as the OP mentioned. Hopefully someone here can guide him on submitting a proper request for CHIRP support?
That link points to a blog entry for a third-party reseller "All-Communications Radio" (also selling alarm systems and electric gate motors). From that page:
