The best option would be to see if it worked on another computer set up with Chirp to see if it was a bad UV-82

Everything everybody has suggested should have worked. While you're at it, go back into Device Manager, right click the COM PORT, and tell it to Update The Driver. (It's can't hurt at this point!)
