Bank Rebase: basic support

In case it's not apparent, this large set of changes today makes it possible to support Yaesu-style bank systems, and includes support for the VX-8 and FT-7800 straight away. Support for some of the other Yaesu radios will be coming soon.

Whether you're using one of the newly-supported radios, or an Icom that has had support for years, this change was fairly invasive to the core code and could be potentially destabilizing. Please help by exercising the new bank knobs and dials in CHIRP and making sure that everything is still working properly.
