I got it. The Dual Watch priority switch was set to B. It simply did what I had told it to. Thanks for your help.

When you view the channel data in Chirp, receive-only channels will show "off" in the duplex column. Change it to any one of the other options (whatever is appropriate) and the channel will allow transmit.
