John - I'm on Windows 10 also. I purchased a different cable which is supposed to eliminate problems: http://www.amazon.com/gp/product/B00HUB0ONK.
I'm not sure that was needed but apparently cables can be an issue. It sounds like you are not really connected to the radio. Be sure the double pin plug is fully inserted - they can be sticky and only go part way in.
