I believe I tried it once on my inexpensive windows tablet. Chirp ran fine, but I believe the prolific clone usb did not work with the tablet. Now that I've installed win 10 on it, I'll try again. Maybe a better quality usb would work.

Not really. You already have drivers for SDR, USB to RS232 adapters, and so on. It's just a matter of the type of radio (driver on cable or on radio) and the driver used. If it recognizes it as an COM port, it should work. The software is the tricky part.

Oh what fun it'll be to port CHIRP (written in Python) to either
Android/IOS.
Biggest problem will be communicating between device and radio - just like it is with Windows/OS X
