[chirp_users] Release Soon

Hi all,

Although it may not seem like it from the recent thread on Windows GTK weirdness, I think chirp is stabilizing enough for another release. There have been a huge number of changes, improvements, and bug fixes since 0.1.12 was released in September.

All of the bugs that have been opened on the website that are targed for 0.1.13 have been fixed, so I feel like we're getting pretty close to that point.

If you have anything else that you think needs to be addressed before 0.1.13 please speak up, otherwise I'll tag and post the release in a couple of days.
