Is it possible to do development in a Windows 7 environment or do I have to do it under Linux?

You can, if so inclined. You need to install Python 2.7, the pyGTK all-on-one package, python-serial, and python-libxml2. I think that's all, but there may be another package or two that you need. Should be pretty obvious when you run chirpw and see what it complains about. I've got a working Win32 build environment, so if you get stuck, I should be able to help you out.

And don't forget mercurial :)
