[chirp_devel] Anytone AT-D878UV support

Thank you for informing me about this, I will definitely use this method when trying to make a driver for any future radios (I would in this one, too, but as Mr. Jim said, CHIRP doesn't support Digital radios. Or is Mr. Jim wrong?). For now I'll see what I can help with in existing CHIRP code. Again, thank you!

Jim is indeed correct about digital radio support in chirp. But you can still learn a lot by making small changes to the radio and differentiating the outputs of the OEM software.
