I'm going to apply this to keep things moving, but:

I don't think this needs to be there. It's not specific behavior to this model, it's just general usage of CHIRP. It appears before the main window is even visible in some cases, and I think the big button labeled "Special Channels" is pretty obvious. I see that you've added it to the TH-UV8000 driver in your submission as well. Do you really think that this is something that warrants nagging/interrupting the user about before they can edit their radio? I do not.
IMHO, a general tip system (which I don't think we need for this) would be better suited to guide a user through basic usage. The per-radio info prompt should really be reserved for specific issues, quirks, or other warnings to a user, IMHO.
Does anyone else think that interrupting the user's workflow to tell them about the special channels button is important?
