When I try to read from Ft70 I'm not seeing a debug.log file in %appdata%/chirp, trying to chase down Failed to communicate error message. I was under the impression that a debug file was always created.

That is where it is. Once you enter "%appdata%" into the search box (assuming you are following the method shown on the CHIRP "How To Report Issues" page, you should see the "CHIRP" folder listed above in the "Search programs and files" results.
Another method would be to enter "%appdata% into the Address Bar of the Windows File Explorer and press [Enter]. This should select the "C:\Users{your_user_name}\AppData\Roaming" folder which should contain the "CHIRP" folder.
If you don't see this folder, then CHIRP is most likely not fully installed. You may have to perform the install by right-clicking the installer file and choosing "Run as administrator".
