[chirp_devel] [uv3r] Firmware image for testing

I put this in, but looking at the filename made me think: Shouldn't we just call this a UV3Rv2 or something? That is more consistent with some of the other drivers, and I think it's probably less confusing than calling the model number a "UV3R_2.5kHz". What do you think?

I'm not sure if this is actually a "v2", or if it's American (2.5kHz steps) vs. European (5kHz steps). The software from TYT calls it "UV3R25", but hopefully folks aren't even touching that if it's supported by CHIRP. I think the distinguishing feature is the ability to set 2.5 kHz tone steps, so that's how we have to go about telling people how to determine which radio they've got.
