New approach for the serial timeouts and timings in general on all IO functions.
As a consequence I have to rewrite the _rawrecv() procedure, and remove the _rawsend() in favor of _send() which received all his code.

You can apply this safely,
We have tested and it and works ok, but I need to rise the timeout from 0.6 to 0.7 to the driver can handle all the radios as practice has shown.
I will do it in a later patch.
