[chirp_devel] Adding AnyTone 5888UV III

Hi there,

I am adding a driver for the AnyTone 5888UV-III (issue #3941) and need some help getting it to you.

I'm developing on Windows, so not all the developer instructions work.

I've added the new driver with hg add chirp\drivers\anytone_iii.py

I can't figure out how to get a patch to you because "hg qnew" is not a valid command and "hg export" showed me changes that weren't mine.

Please advise.
