[chirp_devel] CSV Power Levels

Hi all,

I thought I'd post an RFC patch for supporting power levels in the CSV driver for some discussion. The lack of this feature is an oft-mentioned item with folks.

I think the commit message covers the details, but let me know if you have any questions. I'm hoping to get some ACK/NAK or discussion about this before I put it into the tree.
