[developers] Add a new version of UV-5R 8W version - tri power - informed as BF-F8HP

Hi, as the title resume, I wish to contribute an add this model in the list of supported models. In Argentina, this three power, 8 watt model of the UV-5R are being selled now and Baofeng tell me to use the BF-F8HP model in Chirp. I want to make it easier for the users and contribute that this 8W - three power model appear in the list. I was looking the code, still struggling with the wxPython 4.2.0 that refuses to be installed (4.2.2 installed fine, but won't run).

To be short, while I deal with my installation, can anyone tell me the right way to create the alias of the F8HP to appear as UV-5R 8W?
