Not sure but the trace of the program that works opens, closes and re-opens the connection before sending. I have tried different baud rates, stop bits, and byte sizes but the radio does not seem to respond to the commands as it does in the serial tracing.

Windows programs seem to that incessantly. I'm not familiar with the platform, but I expect it's some quirk of their API.

Please show us the traces and the code you have for replicating them and we'll have a look!
