[chirp_devel] Special Channels Button

I took a poll at our ARES meeting last night. Of the ~60 operators in attendance, ~ 40 had CHIRP experience, but only 3 of those had ever noticed the Special Channels button and only 1 knew what it did. That's why I like to add an info prompt if the driver uses them.
