[chirp_devel] Patch for issue #4031

I'm currently working on implementing a driver for the Puxing PX888K HT. While working on this I found a very minor bug in settings.py, which I have opened an issue for as well as submitting a patch. It is nothing noteworthy, but should serve me as training for working with mercurial which I havent done before. /Leo Bärring
