related to the fact I'm running windows 10 in a VM. Continuing to test, but it looks like we have a path forward in windows.
I run CHIRP in Windows VMs (Win 7 mostly but Win 10 occasionally). Since most of my programming cables have a Prolific chip (unauthorized copy) in them, I had to perform the requisite "download, install and select" of the old Prolific v3.2.0.0 device driver in each VM (the same as I must do in a physical machine running windows).
