[chirp_devel] Quansheng UV-K5 driver

Hello,

I've written an experimental driver for the Quansheng UV-K5, avaliable here:

This works in chirp-next 20230515, the specifica version that i use is: CHIRP next-20230515 on Python 3.11.2 wxPython 4.2.0 gtk3 (phoenix) wxWidgets 3.2.2

Let me know if there are any issues with it (coding standards etc). I will submit a pull request later.
