If an issue has not already been opened for whatever I am working on, I open one. Then I reference the "issue number" (#nnnn) either in the subject or body of the commit message. I'm pretty sure that in most cases, the reference to the issue number in the commit message is a requirement.
It was a long time ago (2012), but I think all I had to do to receive the necessary "karma" was to ask for it on the [chirp_devel] mailing list.
