I had the latest daily build give Windows 10 malware scanner a very hard time. It would never finish a scan. I just dumped the scan and installed CHIRP.
I only use Windows to program my Wouxun triband handheld as it's not supported by CHIRP.

Most likely that issue you had has corrupted the chirp.config file. If you remove it or rename it, then CHIRP will create a new one. Hint: The chirp.config file is in the same folder as the debug.log file.
