Hi Rudolph,

here are some nice-to-have enhancements for the CHIRP UI.

I think most of these changes are okay, but please split them into multiple patches, one per feature. You can combine the tooltip changes maybe, but the rest of the bullets need to be their own patch. Also, each change needs to come with a bug number, which will help to break them out as a single bug for "do lots of UI stuff" is not quite appropriate.
