He's referring to the extra warning people get if they try to "load from issue" where the module uploader is not marked as a developer in the ticket system. That's just a warning to prevent some random person from uploading something to an issue in an attempt to convince someone to load/run it on their system as if it was trusted.
Thanks for the clarification. I guess I never experienced that notification (or more likely it was so long ago that I have forgotten it).
