[chirp_devel] Delete spammer account request

Hi Dan,

user "MSNYCDreafe MSNYCDreafe" <mikeolewooth at maidservicenyc.pro> is repeatedly adding spam with potentially dangerous links embedded in it. They did twice in #3261. Could you please remove this account?
