For a radio with fixed channels, I would expect the valid_bands to be empty. That will probably make the tests avoid trying to set anything as they loop over an empty set of band edges.

This would be the first fixed-channel radio in chirp that I know of, so not too surprising to end up with some changes to the tests I think.

Actually the BTech GMRS-V1 has semi-fixed channels. Channels 0 through 22 are fixed and channels 23 through 127 are programmable. I think the driver may let the user go through the motions of programming the fixed channels, the radio just ignores the changes.
