[chirp_devel] More Questions re TMD710 Py3

Obi-Wan:     For Py3 compliance, you mentioned that Special Channels are going away. So we should just append them after normal channels for all new drivers and set rf.memory_bounds to include them? If I still use a dictionary, then I can prevent them being deleted or new ones inserted.
